Best offers overview
Best offer is the price negotiation feature of eBay that you can opt in in your fixed price listings. There is no extra cost for this function. Once the features is enabled, a [Make Offer] action button would be displayed on eBay item page, and buyers can click this button to submit offers directly. Each offer is valid in 48 hours, and during this period, buyers and sellers can converse about the item prices. Of course, an offer will be ended in advance when the seller declines the offer. A best offer is binding, just like any other bid.
You can choose to enable this feature when listing or after that. For more guidelines, please refer to Sales > Best offers > Enable best offers.
